On November 10th news agency Reuters obtained a Russian draft proposal on the ending of the nearly five year old Syrian war, ahead of the next round of international peace talks in Vienna on November 14th, although Russia denies any connection between the two. In the proposal Russia calls for the drafting of a new constitution by the government and opposition, followed by early elections. It does not mention the resignation of incumbent president Bashar al-Assad, a demand held by Western and Gulf states who are also attending the international peace talks. Various Syrian members of the opposition have stated that they reject Russia’s proposal, as well as Western states.
